You pay per team and nothing else. A team is the people who share one Jenkins setup, on a classic controller, on pipelines, or on both. Within a team, users, build agents, controllers, and builds are unlimited on every tier. A classic controller that belongs to no team counts as one team. There is no per-seat licensing.

How it works
